Heat Pump Water Heaters in Concord: The 2027 Replacement Path
A heat pump water heater moves heat out of the surrounding air into the tank instead of burning gas, which makes it three to four times more efficient than an electric resistance tank. Air volume — the one that rules houses out
A heat pump water heater takes heat out of the air around it, so it needs a real volume of air to draw from. Manufacturers commonly specify a minimum of 450 to 700 cubic feet of free air space, and some models call for 750 to 1,000. A garage clears that comfortably. A tight interior closet does not, and no amount of enthusiasm changes that — the options there are louvred doors, ducting, or a different type of heater.
A dedicated 240V circuit
These need a dedicated 208/240V circuit, typically 30 amps and up to 50 depending on the model. If you are replacing a gas heater there is almost certainly no such circuit anywhere near it, so this becomes an electrical job as well as a plumbing one — and whether your panel has the spare capacity is the question that most often decides the final cost.
Somewhere for the condensate to go
It dehumidifies the air it cools, which means it produces condensate continuously, like an air conditioner. That needs a gravity drain — no part of the line above the unit's discharge port — or a condensate pump where gravity will not do it. Skipping this is how you get a slow puddle nobody notices for a month.
Height and service clearance
The heat pump sits on top, so for the same tank capacity these units are taller than the gas heater they replace, and they need clearance above for airflow and filter access. Worth measuring before ordering, particularly under a low garage ceiling or beneath stairs.
The good news for most of Contra Costa
Local housing stock is unusually well suited to these. Most homes here put the water heater in the garage, which is exactly where a heat pump unit wants to be — abundant air, an easy condensate route, and no bedroom on the other side of the wall. The mild climate helps too: these units lose efficiency in genuine cold, and a Concord garage rarely gets there. When I tell someone a heat pump is a poor fit, it is almost always an interior closet or a hallway alcove, not a garage.
Sizing: expect to go up a tank size
A gas burner reheats a tank quickly. A heat pump does the same job gently, so recovery is slower — and the practical consequence is that the equivalent heat pump unit is usually one size larger than the gas heater it replaces. A household on a 50-gallon gas tank commonly lands on 65 or 80 gallons.
The number that matters is the first-hour rating measured against your real simultaneous demand — two showers and a dishwasher at seven in the morning, not the total gallons anyone uses in a day. Get that wrong and the unit falls back on its resistance elements to keep up, which quietly undoes the efficiency you paid for. This is the single most common way a heat pump installation disappoints, and it is entirely avoidable at the sizing stage.
What it costs to buy, and what it costs to run
On purchase cost, the most useful public figure comes from the Air District's own analysis: roughly $3,500 average incremental cost to install a heat pump water heater on a standard project compared with a like-for-like gas replacement, of which only about $600 to $1,600 is the equipment itself. The rest is the work around it — the circuit, the panel, the condensate route. That ratio is the honest headline, and it is why the site assessment matters more here than the brochure.
On running cost, be careful with the numbers you read elsewhere. Against an electric resistance tank a heat pump unit is dramatically cheaper — two to four times the heat delivered per unit of electricity, and ENERGY STAR puts the annual saving near $550. Against natural gas in PG&E territory the case is real but much narrower, because electricity here is expensive per unit of energy delivered. Any page telling you a heat pump will slash a gas bill in this service area is quoting national averages at you. I would rather look at your usage and your rate plan.

This picture thinned out sharply and most guides have not caught up. The one substantial program left is MCE's rebate of up to $3,175, open to MCE electricity customers who own a single-family detached home and use a contractor from MCE's own list. The BayREN heat pump water heater rebate ended in April 2024, though its $1,000 figure still leads most Bay Area plumbing sites. How this connects to the 2027 rule
A heat pump unit is the main compliant path once BAAQMD's zero-NOx standard applies, which is why interest in these has picked up. But the deadline is more nuanced than most coverage suggests — it attaches to the equipment's manufacture date rather than your purchase date, several categories are under active amendment, and most gas tankless units fall under 2031 rather than 2027. Installation and code
Everything that applies to a conventional installation still applies here — seismic strapping at two points, thermal expansion control, relief-valve discharge, a drain pan where a leak would cause damage, a permit and an inspection. The heat pump adds the condensate route, the dedicated circuit, and the airflow clearances to that list. Maintenance is slightly different
Two jobs a gas heater never asked of you. The air filter needs cleaning — it is pulling household air through a coil, and in a garage it collects dust fast; a clogged filter shows up as a unit that has quietly stopped being efficient. And the condensate line needs checking, for the same reason you check one on an air conditioner. Beyond that it is the familiar list: exercise the relief valve, drain a little sediment off annually, and keep an eye on the anode rod, which still protects the tank exactly as it did before.
